Yes, I don't like the exclusiveness of E3 either. Alternatively, there's the Games Convention in Leipzig, Germany. Not much Cosplay (yet), but a very enjoyable atmosphere, open to the public for 4 days, and a symphonic concert of game music during the opening ceremony. Definitely more otaku than E3. Jason Della Rocca wrote about last year's Convention.
(I took some photos, too, but the captions are all in German, alas.)
